Post EFL Standards?
I know that English as a Second Language (ESL) standards are developed by each State in the U.S.

Are there standards for English as a Foreign Language (EFL)?

There are organizations out there. I'm not that familiar with them or how much weight their guidelines hold. Mostly, I believe they accredit institutions, not dictate guidelines.

I imagine most countries have a standard curriculum or guidelines to follow within their school systems. That is decided by the Ministry of Education.

There are plenty of professional organizations out there
NAFSA - http://www.nafsa.org/ for example, but I don't know of any organization out there that dictates standards in EFL.

Does anyone have any informations on this?

As Mark said, it's mostly about accrediting institutions. For example, the British Council endorse schools that meet their standards. Other than that, there seems to be notable lack of standards monitoring - most of us have heard of (or mistakenly ended up working in) schools with abysmally low standards. It's bad for students and bad for teachers, as it keep the reputation of the profession from developing in a positive way.

A few years ago I was working in Spain. There had been a gold rush of language school chains opening up - glossy front lobbies, lots of marketing, hire anybody to teach and pay them peanuts, no resources - you get the picture. These were successful for a while, but gradually word got round, and the worst offenders went out of business. Maybe students voting with their feet is the main form of quality control at the moment.
